Tendline wins public tenders together with partners.

What We Do

Tendline is an applied AI company that wins public tenders together with partners, with AI systems purpose-built for procurement and developed alongside bid experts.

Getting a response written has become easy; writing one that wins is still the hard part. The rules exist for good reasons. The work they create has become a barrier of its own. Capable suppliers stay out of competitions they would have won, and buyers see fewer bids than their market could give them.

Who Does What

Our partners are qualified suppliers who could bid on their own, and often have. What changes with Tendline is where their hours go.

Tendline

Tendline's bid experts and AI systems carry the weight of the work. Tendline finds the competition and reads every annex. Tendline builds the requirement matrix, prices the offer, writes the response criterion by criterion and assembles the submission. Between competitions, Tendline tracks contracts about to expire and notices matched against what the company delivers, and sends the partner a daily brief on both.

The partner

The partner brings what only the partner can, such as confirmed capacity, references, valid certificates and the plain facts of what the company delivers. The partner decides whether to bid, what to offer and at what price, and whether the bid goes out. Nothing is submitted without a named person at the partner approving it.

The partner's own people stay on the work the company is already paid for, and the response they sign is written against the criteria the buyer scores. What the partner knows about its trade, its buyers and its competitors is built into the systems along the way. The next bid starts from more than the last one did. The outcome is decided by the capacity to deliver more bids, and by the probability of winning them.

Tendline does the bid work together with the partner, from the decision to bid to the submitted bid.

  1. 1

    All in-house

Your own people write every bid from scratch. Capacity is the number of heads.

  2. 2

    AI assistants

ChatGPT, Copilot and Claude give you a rough draft in minutes. The bid lacks the domain expert, and the whole tender process still sits with the supplier.

  3. 3

    Bid software

Software that gives alerts, search and a rough draft to start from. Getting from draft to winning bid is still the supplier's job.

  4. 4

    Tendline

One point of contact, bid experts and our own AI systems that run the whole process from competition to submitted bid.

Output: The Finished Bid

An answer from the buyer can reopen a requirement Tendline closed weeks ago, and the price standing on that requirement stops being true. Tendline reworks only what that answer touched.

Before

Forecast

Before a notice exists, Tendline tracks contract expiry across the public market and names the competitions likely to reopen. Tendline matches what your company actually delivers against the predicted procurements.

Delivers

  • Contract expiry map per buyer
  • Ranked forecast of coming competitions
  • Fit note per predicted contract

The partner

Choose the competition

  • The decision whether to bid
  • The plain facts of what the company delivers

During

Legal

Tendline owns the terms and the formal grounds that reject a bid before anyone reads it. Across every annex, Tendline builds the requirement matrix, classifies the deviations, and proposes what to redact.

Delivers

  • Requirement matrix, every clause traced
  • Deviation log with legal grounds
  • Redaction proposal per document

During

Operations

Long before submission day, Tendline owns capacity, delivery model, subcontractors, and the certificates that must still be valid. From the people and subcontractors your company has already confirmed, Tendline builds the capacity claims.

Delivers

  • Staffing plan tied to named roles
  • Subcontractor confirmations, signed and dated
  • Certificate validity checked against deadline

The partner

Clarify what is offered

  • The decision on what to offer
  • Confirmed capacity
  • References and valid certificates

During

Finance

Tendline completes the price form in the buyer's own format and returns it for your approval. Tendline prices no line without confirmation from operations and builds the cost stack underneath the form.

Delivers

  • Price form in original format
  • Cost build-up per line
  • Margin exposure per cost driver

The partner

Price it

  • The decision on what price to offer
  • Approval of the price form

During

Buyer dialogue

While the competition runs, Tendline drafts the questions to the contracting authority and holds them for a named approver. Tendline reads every clarification the buyer publishes and reopens the affected sections.

Delivers

  • Drafted questions awaiting your approval
  • Dated log of buyer answers
  • Reopened sections a change affects

During

Copy

Tendline writes the response one award criterion at a time, the way the buyer scores it. For the solution description and the reference cases, Tendline draws on projects your company has already delivered.

Delivers

  • Answers mapped to each criterion
  • Solution description tied to requirements
  • Reference cases from delivered projects

During

Product

Requirement by requirement, Tendline checks what your company can actually deliver and marks the gaps in plain language. Tendline leaves out any claim no one inside the company has confirmed.

Delivers

  • Compliance table per technical requirement
  • Gap list with named owners
  • Suitability assessment against qualification requirements

After

Submission

Last in the process, Tendline assembles the bid in the formats the buyer requires and checks every document against the requirement matrix. Tendline hands over the finished package only after a named person at your company has approved it.

Delivers

  • Bid package in required formats
  • Requirement matrix checked line by line
  • Approval record with named approver

The partner

Approve and send

  • The decision whether the bid goes out
  • Approval from a named person at the partner
  • Nothing is submitted without that approval

Trained on One Task

Every vendor draws on the same language models through the same interface, which makes the model the least distinguishing part of any bid a buyer opens. What separates Tendline is what the systems learn from.

The bid experts

Bid experts lead the work and correct the systems where they fall short. Each correction stays in the system, and the same mistake does not come back in the next bid.

The buyer’s score

A submitted bid comes back with points on each criterion and the reasons behind them. The score is the one measure of what wins a public competition, and it is given only for bids that were delivered.

The public market

Behind both sit notices, awards, expiring contracts and case law, joined to what each partner has bid and won. Every competition adds to it.

This is what Tendline is building, one competition at a time: AI systems trained on one task, by the scores of the buyers who decide it.

Every competition trains the system

  1. The competitionThe buyer publishes. Tendline and the partner choose to enter.
  2. The bidTendline writes, the partner approves, the bid is delivered.
  3. The buyer’s scorePoints on each criterion, with the reasons.
  4. The correctionBid experts find the cause and correct the system.
  5. Tendline’s system
  6. The correction carries into the next bid

For Contracting Authorities

A bid that has passed through Tendline arrives complete, in the formats the notice asked for. Every requirement in it is traced to a document the supplier holds. Tendline answers the criteria as they are written and holds each question to the authority for a named approver. No claim goes in that the supplier has not confirmed. The result is more of the market competing for the contract, and fewer bids rejected on form before anyone reads them.

First Competition Together

We work with suppliers that have untapped potential to win more public tenders, and that can take part in ten or more public competitions a year. They are niche suppliers, regional players growing through several units, and foreign companies entering the Norwegian market.

We take on a limited number of partners who supply the Norwegian public market.
